two blogging scholars –Martin Weller and Michael Rees– revived the idea of performing peer review only for OA journals, or refusing to donate labor to publishers who erect access barriers to research. This is a a step beyond the boycott plans sketched in the UC letter, which would only apply to NPG journals. Using data from a 2008 Research Information Network report, Weller and Rees estimate that scholars donate about £1.9 billion/year ($2.8 billion/year) in free labor as journal referees.
