As regards the “theory” which Gerard Cheshire much to my surprise and dismay succeeded to have published by _Romance Studies_, see, for instance, Lidia Becker, _Fake news in Romance Studies (Taylor & Francis): On the “solving” of the Voynich manuscript by Gerard Cheshire’ (2019), available at https://uni-hannover.academia.edu/LidiaBecker

In her closing paragraph, she writes:

“It is not surprising that just another pseudo-scientist tried to impress the world by solving the mystery of the Voynich manuscript. But what a pity that a journal like Romance Studies and its owner, a global academic publisher Taylor & Francis, both fairly respectable until now, seem to be in a peer-free search of sensational news in order to increase the number of views and cross-references instead of pursuing scientific goals. A reason enough […] to stop publishing in this “fully refereed” tabloid […].”
